Tara Masters

Contract Manager

Tara is EMC’s President and Contract Manager. She has worked with EMC since 2006. With over 17 years in the construction industry and being well versed in FAA, FHWA, and ADOT project requirements, Tara conducts internal QA reviews on ADOT projects administered by EMC. Tara completed her MBA from Washington State University in 2004, and since then has taken an active role in EMC’s contract administration.

In her free time, Tara enjoys hunting and playing in the outdoors with her husband and two kids.

Kent Hamilton, P.E.

Executive Vice president/COO

Project Manager

Kent is EMC’s Project Manager, and has been a Project Engineer with EMC since 2003, primarily on aviation and highway projects for the ADOT. Past projects include improvements at the Ted Stevens Anchorage International Airport, Dillingham Airport, and reconstruction of the St. Paul Island Airport, as well as many Anchorage bowl highway projects. Kent has a B.S. in Civil Engineering from the University of Colorado.

Theron Willard

Theron has been with EMC since 2004 and has worked as a Project Engineer since 2009. Some of the recent work he has completed as a Project Engineer include the Haines Highway Reconstruction (Phase I), Sleetmute Airport Resurfacing, and Dillingham Downtown Streets Rehabilitation. Theron is currently working on several projects under EMC’s ANC Term Agreement at the Ted Stevens Anchorage International Airport. Before joining EMC, he worked in horizontal civil construction and is a Marine Corps veteran.

Theron also serves as EMC’s Director of Remote Operations.

Crystal Redding

Office Engineer

Crystal is EMC’s Director of Business Development. She joined EMC in 2009 and became the laboratory manager in 2013. She performed, managed, and supervised inspections and testing on exciting projects throughout Alaska. A few of her favorites were the Eklutna Generation Station, Port Mackenzie Rail Extensions and Allison Creek Hydroelectric. She is currently an Office Engineer and has been working on various Anchorage aviation projects.

Outside of work, she enjoys spending time with her family skiing, climbing, fishing, and exploring new Alaska adventures.


JIm Rasi

Jim began working for EMC in 2007 and is the Director of Training Operations. He is currently a Project Engineer at the Ted Stevens Anchorage International Airport. He has worked on numerous aviation projects throughout Alaska. Jim’s most recent projects include Runway 7L/25R Rehabilitation, Lakeshore Taxilane Reconstruction, and the ANC B Gates Project. Jim studied at Plattsburgh State University and earned his B.S. in Geographic Information Systems.

Outside of work Jim enjoys hunting, fishing, and various outdoor recreational activities.



Justin Wood

Senior Vice President

Project Engineer

Justin moved to Alaska from Tennessee, where he spent 4 years with the local DOT as a paving inspector while also serving in the US Air Force as a mechanic. He has a diverse background working on ADOT projects for EMC since 2006. Currently, Justin serves as the Director of Administration for EMC. Most recently, Justin served as the Project Engineer for the ANC Taciway Y & K Safety Area Widening project and worked on the ANC Runway 7L/25R Rehabilitation project. He was also the Project Engineer on the Kipnuk Boardwalk Improvements Phase II project.

Laura joined the EMC team in 2016 as the company’s in-house accountant after packing up her car and dog and driving all the way from New York to Alaska. Laura has a B.A. in Philosophy from Syracuse University and a B.S. in Accounting from the New York Empire State college. She has previous experience in small business management, as well as payroll and benefits administration in the public education system. She has passed the CPA exam and is currently working towards her CPA license.

rhiannon willard

Since starting in 2010, Rhiannon has served as an Office Engineer on numerous highway and airport projects across Alaska. Since 2018, she has been an Office Engineer assigned to EMC’s ANC Term Agreement contracts. Some of the projects Rhiannon has worked on under this contract include ANC Runway 15/33 Rehabilitation, ANC Taxiway Z West Improvements, and most recently, the ANC Taxilane E and M Improvements project. She holds a B.S. in Business Management from Mount Olive College in North Carolina, an MBA from the University of Alaska, and an M.A. in Management and Human Resources from Wayland Baptist University.

Prior to joining EMC, Rhiannon served in the Air Force for over 10 years as a Visual Information Specialist: Photographer.

Clint started working for EMC in 2007 as a lead inspector on the Lake Otis Parkway Surface Rehabilitation project. Since then, he has served in a variety of roles, including project engineer, grade inspector, paving inspector, electrical inspector, and environmental inspector on numerous projects.

In his free time, Clint enjoys hanging out with his dog, Frankie, and riding and racing bicycles, motorcycles, and sports cars. He has competed in many ultra-distance cycling events, including Alaska’s 350 Mile Iditarod Trail Invitational, the 2,708-mile Tour Divide, the White Mountains 100, and the Susitna 100-mile.

elliott bauer

Elliott has been working at EMC since 2015 after gaining industry experience working for local contractors. He has worked on highway and airport projects throughout the state. The highway projects include pavement preservations on the Seward Highway and Willow Fishhook Road, road resurfacing on Kanakanak Road, a road reconstruction on O’Malley Road, and highway safety improvements on the Sterling highway. He is currently working on a runway reconstruction project at the Bethel Airport. Elliott has served as a field inspector and office engineer and has experience with grade, environmental, paving, and electrical inspection. Elliott graduated from the University of Alaska Anchorage with a B.S. in Construction Management and a minor in Business Administration.

Outside of work he enjoys spending time with family, traveling, snowboarding, running, and watching the Rams play on Sundays.

While studying at the University of Alaska Anchorage, Paul has gained sound engineering construction knowledge. Prior to joining EMC, Paul was an engineer intern for ADOT. While at ADOT, he inspected various ADOT projects, including Victor Road: 100th Avenue to Dimond Boulevard, for which he served as the Paving Inspector. On the Lake Hood Bank Stabilization and the Ted Stevens ANC Concourse A projects, Paul’s roles included Sheet Pile Inspector and grade checking. During the 2013 construction season with EMC, Paul was the SWPPP Inspector on the Anchorage Area Paving Projects, which included four different arterial roads in Anchorage. Most recently, Paul was the project engineer for Lake Hood Seaplane Base LHD Taxiway V Reconstruction and Dillingham Airport Gate Improvement projects. He is currently the grade inspector for the Bethel Airport Parallel Runway Reconstruction project.

Jessica guzauskas, P.E.

Field Inspector / SWPPP Manager

Jessica joined EMC April 2016 right before she graduated from the University of Alaska Anchorage with her Bachelor of Science in Civil Engineering. As a SWPPP Inspector, she has worked on the Glenn Highway MP 49 Reconstruction Project in Palmer, Alaska; the New Seward Highway: Dimond to Dowling project; and as a Field Inspector on the ANC Runway 15/33 in Anchorage.

Away from work, she enjoys spending her summers outside as much as possible camping, hiking, biking, and playing with her husky. During the winter, she enjoys exploring more of the lower 48, hosting game nights, and going cross country skiing or hiking when the weather is nice. Jessica enjoys her work in the construction field and is currently working on getting her PMP. Jessica is EMC’s newest PE, having passed her exam in March of 2022.

Chelsea joined EMC in 2015 after completing her B.S. in Construction Engineering Management from Oregon State University. She has since earned her B.S. in Civil Engineering from the University of Alaska Anchorage. Throughout her time at EMC, she has been fortunate enough to work on multiple projects at the Ted Stevens Anchorage International Airport, as well as rural projects across Alaska. Her experience includes roles as a project engineer and office engineer, in addition to grade, SWPPP, pipe, and paving inspector. Outside of the Construction field, Chelsea has worked as a commercial fisherman and swim coach.

In her spare time, she can be found paddleboarding, spending time with her ever growing pack of animals, gardening, on her yoga mat, or watching / talking about “Survivor”.

clifton olmstead

Clifton has over 30 years of experience in the construction management field. Prior projects include the rehabilitation of ANC RWs 15/33 (formally 14/32) and 7L/25R (formally 6L/24R) and rehabilitation of Taxiway Kilo (H to J); and Phase I construction of Taxiway Yankee and the construction of Taxiway Sierra. Clifton joined EMC in 2014 as Paving Inspector on the ANC 7L/25R Phase I project. On ANC 7L/25R Phase II, Clifton was the Chief/Grade Inspector on the ANC Y&K project.

steve nemethy

Originally a Michigan native, Steve fell in love with Alaska while Commercial fishing in the Cook Inlet during summer vacations. He relocated to Alaska in 2012, subsequently earning a B.S. in Petroleum Engineering from UAF in 2015. Shortly after graduation, Steve joined EMC as an Engineering Field Inspector. His project experience includes the Haines Highway Reconstruction MP 3.9-12.2, Pavement Preservation projects on the Glenn Highway from Highland to Eklutna, and the Seward Highway MP 54.5-75. He has also worked on airport projects such as the AIA Runway 7L/25R Rehabilitation and the ANC Taxiway Y&K Safety Area Widening. Steve also has inspection experience in Habitat Mitigation and Enhancement, Paving, Pipe, and Grade, Guardrail, and Erosion/Sediment/Pollution Control.

Damion has been with EMC since 2017. He began by working on the AIA TW-Yankee project. The following years he worked on the AIA RW 15/33 Rehabilitation project as a SWPPP Inspector, along with doing survey data collection and analyzation for the project. Prior to EMC, Damion worked in the oil and gas industry doing electrical/instrumentation and mechanical and piping design drafting for 10 years.

In 2017 Damion graduated from UAA with a B.A. in Philosophy, and German, with minors in psychology, and Women’s and Gender Studies.

In his spare time he enjoys autocrossing, playing softball, and reading sci-fi or anything entertaining. He spends a lot of time training his two German Shepherds.

Sara started work in Soldotna as a ticket taker for EMC in 2019. On that project she also worked inspecting hydro seeding. Since then, she has worked as an Office Engineer and a SWPPP Inspector on the Dillingham Downtown Streets Rehabilitation project along with the Newtok Airport Relocation Project.

In her free time, Sara likes to go paddle boarding and exploring Alaska in the summers. During the winter months Sara enjoys exploring the lower 48, spending time with her family and hanging out with her dog Socks.

charles webster

Charles began working for EMC in 2021 as a field inspector on ADOT projects at the Ted Stevens Anchorage International Airport. He has over 30 years of mining, horizontal, and vertical construction experience. Most recently he worked 15 years as an ASME (BPVC) 6G, API Pipeline 6G, and AWS D1.1 Unlimited certified welder on projects for the state and federal government, North Slope operators, and rural utilities associated with power generation systems as well as cell tower new installations and upgrades at various locations in Alaska. Charles has since achieved his certification as an AWS welding inspector. He has also obtained a B.S. in Mechanical Engineering with a minor in Mathematics from the University of Alaska Anchorage and began post graduate studies in Mechanical Engineering at the University of Illinois Urbana-Champaign. During his construction career, Charles has maintained industry equipment qualifications and safety training as required.

tabitha bare

Field Inspector

Tabitha has been with EMC since the spring of 2021 and has worked on ANC projects such as Taxilane S Improvements and Taxiway K, G1, and J Improvements. She has also worked on rejuvenating local bike paths and sidewalks with the AMATS: Pathways project. She works primarily as a SWPPP and Field Inspector along with reviewing CPM schedules.

Justin joined the EMC team in April of 2022. Since then, he has inspected earthquake repairs, sidewalk refurbishments, and the construction of a multi-use trail and boardwalk. He is currently working at the Ted Stevens Anchorage International Airport where he is performing field inspections and surveys on the Taxiway expansion. Justin attended the Dakota County Technical College where he earned his Associates Degree in Civil Engineering Technology.

In his spare time, Justin enjoys spending time with his family and exploring Alaska.

Brianna joined EMC in 2020 as seasonal support during her summers home from college. After earning her Bachelor of Science in Business Management from Arizona State University in 2024, she joined the team full-time. Since then, she has served as an Office Engineer on the Chenega Bay Airport Lighting Improvements project, along with multiple projects under the ANC Term Agreement at the Ted Stevens Anchorage International Airport. Brianna also serves as EMC’s Benefits Coordinator, assisting with employee programs and administration.

Outside of work, Brianna enjoys spending as much time outdoors as possible. When she’s not outside, she can be found instructing indoor cycling classes.

Corbin began working with EMC as a Field Inspector in 2023 and is currently working on the ANC Taxiway Zulu West Improvements project at the Ted Stevens Anchorage International Airport. He holds a Bachelor of Science in Electrical Engineering from the University of Alaska Anchorage and is currently pursuing his Professional Engineer (P.E.) license.

In his free time, Corbin enjoys reading, music, recreational activities, and taking on home improvement projects.

wyatt willard

Wyatt started with EMC in 2024 as a ticket taker on the ANC Taxiway Zulu West Improvements project. That same season, he worked as a Ticket Taker / Field Inspector on the Tundra Ridge Road Rehabilitation project in Bethel, where he gained experience inspecting culverts, BMPs, permanent road signs, thaw pipe, ditch lining, and 108-inch culvert pipe with deadman anchors. Wyatt is currently working on the Chevak Airport Rehabilitation project as the SWPPP / Field Inspector.

AJ trotter

Field INspector

Born and raised in Texas, AJ is no stranger to outdoor activities and has found an even greater appreciation for them since moving to Alaska. He joined EMC in August 2023, starting as a Ticket Taker before quickly transitioning to Field Inspector on various projects at the Ted Stevens Anchorage International Airport. His experience includes work on the ANC TW K and TL E Apron Rehabilitation, ANC TW Z West Improvements, and most recently serving as a Paving Inspector on the ANC TW R and TL U Improvements project.

Prior to starting with EMC, AJ spent 10 years in the residential construction industry where he renovated homes all over the Alaska region.

Tylar joined the EMC team in May 2023 as a Field Inspector. Since then, he has worked on the ANC TW Z West Improvements, ANC TW R North and TL U Improvements, and the Old AFM Gates at the Ted Stevens Anchorage International Airport. He also worked remotely on the Sleetmute Airport Resurfacing project.

Tylar will earn his Bachelor’s Degree in Civil Engineering from the University of Alaska Anchorage in the Spring of 2026 and is currently pursuing his Professional Engineer (P.E.) license.

Outside of work, Tylar enjoys snowboarding, snowmobiling, hiking, hunting, golfing, and traveling.

Long has 20 years of experience in the construction industry. Before starting with EMC in March of 2026, he was a Project Engineer with the Alaska Department of Transportation on numerous FHWA jobs ranging from $1.5 Million - $80 Million. Previous projects include the Seward Hwy 17-22.5, Seward Hwy 36-52, C Street Anchorage Paving 2016 from Government Hill to Minnesota Drive. Long also has inspection experience in grade, paving, pipe, bridge, and SWPPP.

In his spare time, Long enjoys fishing, boating, camping, and traveling to warmer places during the winter with his family.
